Henderson County is accepting qualifications for a Construction Manager at Risk, for the Blue Ridge Community College Facilities Building Project. All bids are to be sealed, (5) hard copies, and hand delivered, or sent by mail. All envelopes should be clearly marked: CMR Qualifications for Blue Ridge Community College Facilities Building Project. NO EMAIL OR FASCMILE COPIES WILL BE CONSIDERED. This facility will be located on Blue Ridge Community College Campus, in Flat Rock, NC. Interested Construction Managers shall provide qualifications by 2:00pm, on December 3rd, 2025, to the offices of Henderson County Project Management, located at 100 North King Street, Project Management, Hendersonville NC, 28792. The overall project scope will include the new construction of an approximate 15,000 sq ft Facilities Building. All necessary components including but not limited to HVAC, plumbing, electrical, structural, detention equipment, electronic security, AV equipment, data, courtroom technology, interior, and exterior finishes, envelope/enclosure, and parking, associated with a yet to be finalized design criteria and scope, are to be included in the project scope. A part of the CMR’s scope will be the necessary programming with Henderson County, in order to provide cost estimates and schedules for project approval. Additionally, the CMR’s services will be to provide the necessary Pre-Construction and Bid Administration for the bidding process and awarding of the trades, to ensure project success. Although the exact cost for this project is yet to be determined, the estimated construction cost is 6 million dollars. All proposals must demonstrate compliance with all aspects of North Carolina law and Henderson County policy, including e-verification, terms and conditions and other requirements. As a general guide to prospective proposers, the Construction Manager-at-Risk Selection Procedures adopted by the North Carolina State Building Commission, appropriately modified for use by Henderson County, will be employed in this process. Henderson County reserves the right to reject any or all proposals, waive technicalities and to be the sole judge of the suitability of the goods and services, for its intended use as allowed by law and further specifically reserves the right to make the award in the best interest of the County.
