Developers seek OK for new homes in Carriage Park, Mills River

In addition to a proposed lodge and private club sure to attract Cabin Creek Road residents to its meeting, the Henderson County Technical Review Committee on Tuesday, Feb. 7, will take up development requests for 17 more homes in Carriage Park and for 22 homes just outside the Mills River town limits.

The Carriage Park applicant, Cool Creek LLC, is seeking approval for a revised plan for what’s called section 18 of the development to build 17 single-family homes on eight acres. Civil engineer Jesse Gardner, of Civil Design Concepts in Asheville, drew plans for the applicant. Because the request does not change the number of dwellings, only Planning Board review is required.

The Board of Commissioners originally approved Carriage Park as a Planned Unit Development in October of 1993 containing 695 dwellings on 392 acres. The special use permit was amended on six occasions. Although a developer submitted a plan for 17 townhomes in this section in 2006, the homes were never built.

The Technical Review Committee next week will also take up:

  • A master plan for 22 residential lots on 22 acres on Banner Farm Road at Bobbie Memorial Dr in the Mills River Township. Applicants for the subdivision, Cottages at Byron Forest, are Rick Moore and Mitchell Gaither.
  • A request by property owner Pascual Hernandez and Paco Properties LLC to rezone a 2.25-acre parcel of land on Gilliam Mountain Road at Pilot Mountain Road from Residential Two Rural (R2R) to Local Commercial (LC). The property contains two-single family homes and a detached garage. Neither the application nor the staff analysis describes the commercial use Hernandez may have in mind.
