Planning Board recommends rezoning on U.S. 64 East

EDNEYVILLE — The Henderson County Planning Board unanimously recommended rezoning of 28½ acres on U.S. 64 East from commercial to a residential zone that allows manufactured housing and other single-family housing.

Property owner Jarrett Mitchem requested the rezoning for tracts of 11.5 acres and 16.9 acres behind Chimney Rock Mini-Storage between Townsend and Gilliam roads. The property is on the north side of U.S. 64 and immediately west of Turf Mountain Sod.
The residential two rural zone (R2R) allows all types of manufactured homes. Changing from the Local Commercial zoning means the property owner will have fewer options for business use, the planning staff said. R2R allows mobile home parks, at one unit per acre and with a special-use permit authorized by the Zoning Board of Adjustment. The R2R zone allows up to two units per acre in a multi-family development of at least five units. The higher density does not apply to mobile homes.
The current Local Commercial designation is a mixed-use zone that allows up to 16 dwellings per acre but only if public water and sewer is available. The Mitchem property is served by city water from Hendersonville. It has no public sewer.
The rezoning request had a favorable recommendation from the planning staff. The Planning Board made an exception in recommending the rezoning. A small road on the eastern border of the property should remain Local Commercial, the board said.
The Planning Board also unanimously re-elected its officers for 2012-13 — Jonathan Parce as chairman and Tommy Laughter as vice chairman.
