The Henderson County Board of Commissioners on Wednesday granted a rezoning to allow a 166-unit apartment complex on Naples Road between Asheville Highway and AdventHealth hospital.
Developer Luis Graef, of Coral Springs, Florida, sought a conditional use rezoning to allow the one-, two- and three-bedroom rental units in seven three- and four-story buildings on 10.4 acres a mile west of the AdventHealth campus.
Plans include a clubhouse and pool, 5-foot sidewalks, parking lot landscaping and an existing buffer of trees along I-26. The site plan also includes space for a possible Apple Country Transit shelter. The site will have 53 percent pervious surface and 30 percent open space. In a traffic impact analysis it submitted to the NCDOT, the developer said the apartment complex would generate 1,140 car trips a day.
During the meeting on Wednesday, responding to a question from Commissioner Michael Edney, Graef said rents are expected to be $1,400 for a one-bedroom unit, $1,600 for two-bedroom and $1,900 for three-bedroom.
A rendering showed a multi-unit building constructed from wood with a shingled roof. Engineer Jared Deridder has described the look as “very similar to Brittany Place” on U.S. 64 East in Hendersonville. The Naples Road property is in a land-use category that “encourages mixed-use development, especially multistory units,” county planners said.

The Planning Board, which canceled its June 20 meeting for lack of a quorum, is next scheduled to meet on July 18.
